Leslie Hirsfield, Vice President of Account Management

Leslie Hirschfield joined Delta Health Systems in 1983, and has managed or been directly involved in the operations of nearly every department in the company.  She has been working closely with Trust Funds for over 25 years and is integrally involved in all aspects of Trust Fund Management. 

Leslie has a high level of experience and knowledge of the health care industry both with self-funded and capitated plans.  She also has experience in banking management, finance and marketing. She obtained her Management Certificate from the University of the Pacific and completed the Project Management Program at Stanislaus State.

Shirley Cordova, Trust Accountant

Shirley is a Trust Accountant for Delta Fund Services. Her background includes accounting and financial management. She has strong skills in taxation, management and financial operations.

Shirley has a CPA’s license and a dual bachelor degree in Business Administration and Accounting.

Pat Corcoran, Director of Labor Communications

Pat has over 20 years experience in Employee Benefit Administration and has been involved in nearly all aspects of the TPA business. Pat spent over 5 years as a Union liaison dealing with member related issues for six different Trust Funds. In addition to his trust fund responsibilities, Pat manages the Retiree Subsidy Program for all of Delta Fund Services Accounts.

Pat has an AA degree in business and is also currently licensed as a Life and Health Agent in the state of California. Pat has successfully completed his Group Benefits Associate designation through CEBS.

Cindi Forbes, Director of Benefit Trust Administration

Cindi Forbes has been working in the employee benefits field since 1996. She currently provides customized plan administration to 20 retiree medical trusts for public sector employees.  In addition to the daily responsibilities associated with these trusts, she is actively involved in the marketing of these plans.  She is the designated Privacy Officer for the retiree medical trusts administered by Delta Health Systems and ensures compliance with all federal and state privacy protection laws and regulations.  Cindi also assists in the day-to-day administration of the PORAC Legal Defense Fund.

Cindi has been designated a Certified Employee Benefit Specialist (CEBS) and a Retirement Plans Associate (RPA) by the IFEB and Wharton School of the University of Pennsylvania.

Sopheak Kim, Project Manager

Sopheak Kim joined Delta Health Systems in the Marketing department in 2005. He has extensive marketing and project management experience in driving and delivering highly complex projects within a health benefits administration. As Project Manager,  Sopheak manages multiple conversion and post conversion projects particularly within the Contribution and Eligibility administration software in support of a specialized business unit for the company. He specializes in technical writing and continuously seeks new ways to enhance the current systems. In addition to project management responsibilities, he also attends Board of Trustees meetings.

Sopheak holds a Bachelors of Science in Business Administration and a Master of Business Administration from the University of Phoenix.
